There is now no need to create fictional departments to house non-productive academic staff. They can spend a sabbatical at the University of Armageddon where they will be re-trained and fitted up with four publications in the relevent peer-reviewed Armageddon Review. The University is also willing, at an appropriate price to rent out international scholars to other universities and university colleges for the RAE season. Other suggestions welcomed.
